A post office was established at Magnolia Point and the city’s first commercial building was erected around 1881. First plats of the new settlement were made in 1882 under the name “Indian River City” on land owned by Captain R. A. Hardee. The name Indian River City was unacceptable to the U.S. Postal authorities who claimed it was too long for use on a postmark. The origin of the city’s name is uncertain. In 1925, the Cocoa Tribune published several reader-supplied accounts of the town’s naming. One reader credited Captain R.C. May with recommending the name at a town meeting in 1884. At Captain May’s suggestion, the group finally chose the name “Cocoa” for the town’s association with the Cocoa tree. The name was forwarded to Washington, D.C. where it was approved. Another story suggests that an old woman was inspired by a box of baker’s cocoa and her suggestion was adopted. Still another version suggests that along the bank of the Indian River lived an old woman who would supply hot cocoa to sailors as they traveled along the Indian River. As they passed, they would call out “cocoa, cocoa” until the woman supplied them with refreshment. Joseph Fralinger was known as the “Salt Water Taffy King” and is sometimes credited with inventing the candy concoction. It is disputed if he was in fact the inventor. Some credit Enoch James. Regardless, Fralinger did more than anybody to popularize the treat, establishing a candy selling business promoting it. Joseph Fralinger was a glassblower and fish merchant before he opened a retail store on the Atlantic City Boardwalk to sell his taffy. Within a year, Fralinger had added a taffy concession and spent the winter perfecting the Salt Water Taffy formula, first using molasses, then chocolate and vanilla, eventually creating 25 flavors. Joseph F. Fralinger was born October 22, 1848 at Pleasant Mills of Sweetwater, Atlantic County, New Jersey. Raised by an uncle, his only legacy was the local area’s major industry, glass blowing, which he had learned from his father. He worked that trade in Winslow, Waterford, and Philadelphia for sixteen years until strikes and disputes drove him to seek other employment. He moved to Philadelphia and worked in the fish and produce markets near 8th street. It was here that he met Nettie B. Beck. They married on June 9, 1870. He prospered there and the 1875 Philadelphia Directory listed, “Jos. Fralingers, Oysters” with his business at 900 E. Tulip Street and his home at Sargent near Tulip.
